Totally disagree. It wouldn’t simulate game-like conditions. No WR catches the ball without helmet on in a real game. I suggest trying to see and catch the ball when looking through your facemask. I believe DBess and RGM practiced that way with the JUGS machine and they were total studs. Correct me if I’m wrong though.

I raised the issue of the license because it looked like at least in form, there might have been a licensed entity. I also raised the issue of whether it was a defect in the bid not to have one– which is your point. Good analysis, especially since someone feels it is necessary for a board to take action to require the specialty.
There are a lot of very specialized licenses which are often ignored as common practice or met in form only as may have been done here. Afterall, experience may be more important than a particular license. And in practice, for all types of construction, there are continual technological changes for various systems that do not require specialty licenses, instead you look at the experience qualification. So as a policy matter it would be arbitrary to declare this bid defective.
