The UH budget problem became worse when funding was cut by about 30% in 2010. Because of this, UH needed to find additional funding sources. Before UH received autonomy, the legislature was involved with the UH budgeting process but now it does not have the authority to make those decisions.

In 2014 a state audit was done which found that the university failed to report on some special funds and accounts and for using the funds for things other than their intended functions. Legislators have lost confidence in UH being able to manage its own finances.

Many commenters have lamented the less than stellar mgmt of UH resources, so perhaps this will help them re-evaluate. If UH makes an effort to improve, then hopefully the state will help in the end. But continually giving bailouts without holding anyone accountable creates an unhealthy habit with no end in sight. Maybe a dollar-matching plan would be feasible…UH saves $x and/or provides $x to athletics, then legislature can match with $x!

The Governor is a big fan of Wahine volleyball, stays for the whole banquet, even gives a speech talking about the Klum Gym days and presents an official “Rainbow Wahine Day” state proclamation.

But when it’s time to send his budget up to the Legislature, he refuses to include a dime for UH athletics. Says we can’t afford it. Even with state General Fund revenue up 35% in the past six years while appropriations to the university have been cut. Even with an $800 million dollar General Fund surplus at the end of fiscal year 2015.

I guess that’s just politics. Or maybe hypocrisy would be a better description. I do know one thing: if our past state leaders were like the Governor, UH would still be playing in Klum Gym.
