I did not know about being “nixed by the AD” over at BYUH. &Yes I’m certain it’s all about money, but Div.III teams/universities don’t have to pay for schollies which are good portion of costs. They’d have to pay for coach’s salaries and travel costs, but the local boys would be thrilled to have the opportunity to mere play/travel sans school tuition. I’d say that some to-the-point would take out their own private loans in meeting obligations.

I did know about Cal Baptist, Grand Canyon, the PacWest, etc. yet
Div.I and II get lumped together and Div.III is their own separate entity, okay, but

The NCAA with its divisions does have variances within (i.e. university-xyz with its FB team playing Div.I and the rest of its athletics playing Div.II, theoretically)

And to the point.. 😉

Doubt that Sebastian would have been it in 1979. she was a sophomore and UH would have listed it in their archives.
As for UHH MVB, there has been major discussion but they don’t have the money.
UHH and BYUH would go DII, not DIII. BYUH nearly revived MVB a while back but it was nixed by the AD.
There was also discussion by the PacWest about MVB. IF Grand Canyon had stayed in the league, I think it would have gained some momentum. IF the PacWest sponsors sand VB, I think that the gender equity numbers then allow for the addition of men’s volleyball.
I know that if Rockne Freitas has his way and gets the money, UH-WO will have MVB, and they’d be in the PacWest as a DII program.
There are only two NCAA divisions for MVB, it’s a combined Di-II and DIII.
